Nina was born into a time where humanity lived underground. They could no longer survive on the surface of the planet, and established civilization beneath it. Pollution began to take it's toll however, causing the air to become filthy and contaminated. If it wasn't kept in check it would eventually lead to the destruction of humanity, so something had to be done.
In Dragon quarter, humanity has a hierarchy system determined by something known as the D-Ratio of a citizen. The higher it is, the lower a person is, so for example 1/4 is the best D-ratio a person can have. Nina was a person with a D-ratio so low that she was deemed completely useless. It was because of this low ratio that the government thought noone would miss her because of it. They took her off the streets and began to experiment on her, grafting red wing-like objects to her back. The wings were meant to work as filters, and they eventually planned on cloning Nina endlessly so that they could have a large number of these living filters to clean up the air pollution.
The only problem was some people who could interfere with the project began to grow suspicious and disgusted with how inhumane the project itself was. The scientist in charge of the project grew paranoid and deluded, believing noone understood his genius. He sedated Nina and operated on her once more, removing all of her vocal chords so she wouldn't be able to tell anyone about the project should she ever escape. He also began keeping the project as secretive as possible, hiding all of his research from everyone not directly involved in the operations.
Eventually though, the project was completely compromised due to a group known as Trinity kidnapping Nina in order to not only rescue her, but use her as evidence of how corrupt those orchestrating the project had become. It turns out that, as a prototype, she wasn't able to handle the polluted air through her filters. It was affecting her a lot worse than it would a regular human, and she only had a short amount of time left to live unless a safer environment was found for her.
